The Supplemental and Nutritional Assistance Program (SNAP), locally known as CalFresh, is undergoing some major changes that will impact the eligibility for certain non-citizens.
As of April 1, most lawfully present immigrants will no longer be eligible for CalFresh, including refugees, conditional entrants and asylees, according to the California Department of Social Services (CDSS).
The move comes from federal funding cuts made to social safety programs in President Donald Trump’s H.R 1 budget bill, also known as the “One Big Beautiful Bill Act,” signed in 2025.
In 2023, CalFresh helped keep nearly 856,000 Californians out of poverty. According to the CDSS, this exclusion takes away CalFresh benefits from nearly 74,000 Californians, which is estimated to result in the loss of $133 million in federal funding annually.
Active CalFresh beneficiaries impacted by the change will continue to receive benefits until their renewal date, if they meet all eligibility criteria.
David May, a spokesperson for the Los Angeles Regional Food Bank, said that the food bank is aware of the changes in CalFresh and said their goal is to keep those in the community who are food insecure fed.
“We serve nearly 1 million people in L.A County through over 600 partner distributors. If an increase were to happen, because of the changes, then we should be ready,” May said.

Another CalFresh change will come in June, requiring adults up to the age of 65 who are able-bodied and don't have children in the home to meet work requirements to keep their benefits.
