Los Angeles-based Congressman Ted W. Lieu (D-CA-36) and Congressman Jay Obernolte (R-CA-23) introduced legislation on Monday aimed at strengthening U.S. leadership in artificial intelligence (AI) by incorporating recommendations from a bipartisan Task Force on AI established by the previous Congress. 

The newly introduced bipartisan bill, called The American Leadership in AI Act, focuses on improving AI standards and evaluation, building research infrastructure by collaborating with universities and government and nongovernmental agencies, updating how federal agencies manage and use AI and addressing AI-enabled crimes among other advancements and changes.

Back in 2024, Reps. Lieu and Obernolte led the bipartisan Task Force on AI, which ended in the winter of that year, reporting 66 key findings and 85 recommendations for AI regulation. 

That Task Force was composed of 24 Members of Congress and examined a wide range of policy challenges and opportunities regarding AI, laying the foundation for the The American Leadership in AI Act.   

“By unifying these efforts, this package reflects the thoughtful, consensus-driven work already underway and translates it into a cohesive strategy to strengthen U.S. leadership in AI,” Reps. Lieu and Obernolte said. “At a time of deep political division, this package demonstrates that serious, forward-looking policymaking is still possible.”

The previous Task Force, under the last Congress, investigated dozens of issues, holding hearings and numerous roundtables, engaging with over one hundred experts, including business leaders, government officials, technical experts, academics, legal scholars, and other domain specialists, according to documents. 

In a letter to Speaker Johnson and Leader Jeffries, Lieu and Obernolte wrote, “Although artificial intelligence (AI) is not a new concept, breathtaking technological advancements in the last few years have made AI the focus of numerous policy discussions. AI has tremendous potential to transform society and our economy for the better and address complex national challenges.”
